Strategic Objectives of AI4Gov-X
Vision and Strategic Framework
AI4Gov ACCELERATE (AI4Gov-X) is a large-scale initiative co-funded by the Digital Europe Programme, aiming to develop a flexible, cross-sectoral educational and training programme to help current and future decision-makers navigate the rapidly changing and complex landscape of Artificial Intelligence and Digital Governance Transformation.
Building on the foundations of the successful AI4Gov Project, which designed and delivered a unique European Master programme on Artificial Intelligence for public services, jointly implemented by the Universidad Politecnica de Madrid and Politecnico di Milano, AI4Gov-X is implemented by a Consortium of over 40 recognised academic, research and industry partners across Europe, and it is set out to build Europe’s leading Knowledge Hub and Global Network of Excellence in Artificial Intelligence for the Public Sector; Data Spaces Management and Experimentation, and Sustainable and Human-Centric Digital Governance Transformation.
To achieve this vision, AI4Gov-X strategic goals are to:
1. Design and deliver a unique and modular Educational and Training Programme for “functional specialists” on AI, data spaces and digital governance transformation, offered through a micro-credential certified system in multiple languages and personalised format, online and hybrid.
2. Develop a virtual space for experimentation and project-based learning, leveraging EU digital infrastructures and shared knowledge across the Consortium partners and Gov Tech stakeholders.
3. Strengthen the European digital ecosystem, leveraging on a specialised network of experts in AI for the public sector, data spaces management and digital governance transformation at the global level.
Expected Impact and Contribution to Shaping Digital Europe
The AI4Gov-X project aims to contribute to the Digital Europe Programme’s objectives as follows:
- Develop a comprehensive master’s degree programme in Artificial Intelligence, Data Spaces and Digital Governance Transformation (AI, DS and DGT), composed and complemented by credential-based self-standing modules and extracurricular practical activities, specifically tailored for the public sector, aligning with the Digital Europe programme’s key digital technology focus areas and looking to contribute to the design, deployment and use of the current and future generation of advanced digital technologies with the aim to help provide better and more innovative public services to the citizens of Europe.
- Contribute to the target of 20 million ICT specialists in the economy by 2030, as set in the Digital Decade Policy Programme, through the AI, DS and DGT master’s degree programme and the credential-based self-standing modules and extracurricular practical activities with at least 800 students completing the main full programme cycle and at least 2,200 participants in the self-standing training modules and extracurricular accredited activities.
- Address the challenges related to advanced digital skills and the shortage of ICT specialists, particularly in AI, DS and DGT by providing specialised education for the public sector, in particular national and local public administration professionals.
- Foster interdisciplinary opportunities and equip professionals in the public sector with advanced digital skills, particularly in AI, DS and DGT, as well as cybersecurity, and other relevant trans- or multi-disciplinary tech-related areas.
- Foster the development of professionals in and around the public sector with a view to providing better, more human-centric and innovative public services, through participation in the AI4Gov-X Virtual platforms, demonstrating the ability to apply advanced digital technologies in real-world scenarios within the public sector.
- Trigger a new way of delivering AI, DS and DGT courses for the public sector, building partnerships between academia, businesses, and research organisations across the EU, and facilitating a seamless joint delivery of opportunities and the attraction of talent, students, teaching staff and innovators, in the field of AI, DS and DGT for the public sector.
- Encourage collaboration and coordination between Higher Education Institutions and the public and private sector to enable the practical application of AI, DS and DGT solutions, enhancing deployment of digital skills and extending this programme cycle into other HEIs.
1. Support public sector transformation with flexible, multilingual AI training
Design and deliver a modular, multilingual, Educational and Training Programme tailored to the needs of functional AI specialists working in public administration. Offered in a personalised, micro-credential-based format, the programme combines online, hybrid, and face-to-face learning to build advanced skills in AI, data space governance, and digital transformation for the public good.
2. Create a virtual space for experimentation and collaborative learning
Establish a dynamic, project-based virtual environment that supports hands-on experimentation, peer learning, and real-world application of AI tools in the public sector. This space will leverage European digital infrastructures and harness the collective expertise of consortium partners and government technology (GovTech) actors to foster innovation and knowledge sharing.
3. Strengthen Europe’s strategic capacity and sovereignty in AI
Build a robust knowledge ecosystem for AI-enabled public services by connecting a network of European experts and practitioners in ethical AI, data governance, and digital administration. AI4Gov-X contributes to Europe’s global leadership by anchoring AI development in ethical values, cross-border collaboration, and public sector innovation.
